Palettset.Add

I have created a Palettset with VB.NET. It contains one palette with a user control. My question is how do I add a palette that functions like the tool palette? I would like to drag and drop and create tools on this palette just like I would with the tool palette If its possible to load a custom made palette into my .net paletteset, that would be even beter.

Has anyone done any .NET coding at all with the tool palettes? I know that you can add AutoCAD controls to a .NET app like the "Dash Board" control so I was hoping there would be some kind of AutoCAD control that I could add to a palette to give it the functionality of the stock tool palette.
