I am creating a PaletteSet using dotnet,When my mouse pointer is over a palette, and I scroll the button, it will act as a zoom command. Instead of scrolling the palette contents. I have to click on the palette to activate it, and then I can scroll it.

Although this seems to be fixable by modifying Windows' mouse settings, I have found that other developers' programs are not affected by this setting.
