Forcing Line Weight and Line Type

Hoping someone can help... 

Our client has adopted a new standard and has asked us to set line weight and line type locally to the drawing objects and not by layer. I know... not a good idea, but we must follow their "drafting standards". I am attempting to come up with a lisp that will convert "by layer" settings and apply them to objects on said layer. The values will be the same, just set locally to the objects properties.

Any thoughts or code suggestions on how this can be done would be appriciated.

Thanks "gsktry", I will play around with this some. First try it is running but not forcing the layer properties to the objects on the layers. This gives me a start at least so I can modify and attempt to figure it out. Any other thoughts?
