Add new PartRef by Code

I'm trying to develop a program in vbnet to manage dwg imported from other cad. I have stored in sql server bom for this drawing and I woul like to add new partref with data from sql server.

I am able to add entity (as line) in drawing, but how can I add new partref?

Hate to zombie a thread, but is there a way to add a PartRef in .NET code for AutoCAD Mechanical 2024 ?

I am not coming across any information on what DLL / namespace even would be required.
