Unexpected Rotation of Steel Model in Merged Model (Navisworks Manage 2018)

I am working with a merged model and one of our trades has mentioned that our structural steel model is not aligned with the rest of the model. It ends up being rotated 90 degrees.

My solution was to open the merged model, select the structural steel model and right click> units and transform> rotate 270. That resulted in the model being realigned to its proper location. I saved, and republished after I finished clash detection and was done.

Trade came back and is still experiencing the rotation issue.

I downloaded several adjoining structural steel models, started a new Navisworks and appended them together. They aligned with no issues. I took the individual structural steel model I've been having issues with and found the appropriate rotation to align it with the other appended steel files.

This seems to resolve the issue when I reopen the merged model from glue.

Does anybody know why this would rotate unexpectedly? We have not needed to make any changes until the trade reached out to us.

Mechanical design usually uses the Z-axis as depth, not "up" like larger scale work like structural.  We frequently get things like pumps and compressors in neutral format files that need orientation changed.
