When using the sectioning tool in Navis, wherever the cut plane is everything is outlined in red. How do I turn this off?

From your screenshot, it looks like you are seeing the new capping feature in Navisworks 2018.
This option is controlled in the Interface -> sectioning option:
If you would like to turn off this option you can uncheck the enabled box. Alternatively, you can change the outline color.
