I believe that since the 2015 version, Navisworks uses the common Autodesk library (shared with other Autodesk products)
installed in
C:\Program Files (x86)\Common Files\Autodesk Shared\Materials
When saving as NWD, the materials are not in the NWD, but only contain the pointer to the library, I believe
When publishing as NWD there is an option to include the textures, but that is the only way you can include materials into a file.
Otherwise they just point to the materials in C:\Program Files (x86)\Common Files\Autodesk Shared\Materials, i believe.
Yes, there can be a need. In this case "purge" would be removing materials without object assignment from the materials list.
In some particularly bad cases I've seen hundreds of "ByLayer" materials inherited from models, which have to be deleted from the materials list. If not, then the "full render" view style results in a mostly grey model regardless of colors in the originating model.
