As of 2024 (and Navisworks Manage version 2025), there isn't a user-friendly way to edit or create shortcuts. I think this is something AutoDesk could really improve upon in future releases; I've found how to get into the RoamerCommands XML file to change and add shortcut commands, but if you work at a company (not as a freelancer) that file is likely restricted--not to mention it's easy to make a change that will make Navisworks fail to open (which can also easily be fixed by undoing whatever you did in the RoamerCommands file, but still...).
But my last computer with Navis 2024 did not have this file locked, so I was able to make and edit shortcuts for Hide, Hide Unselected, Unhide All, Measure (PTP), Clear Measurement, Shortest Distance, Set Perpendicular, Enable Section Cut, Align Cut Plane To Surface, Move Cut Plane, and Scale [Section Box]. The Hide command is already a shortcut, but since navigation in Navisworks is quickest as a two-handed operation, I edited the Hide shortcut (a.k.a "toggle Hidden Mode") from CTRL+H to CTRL+E, just because it's a smaller reach and more ergonomic. Multiply that by 10,000x per day and that's a big improvement for comfort and not getting tendonitis (pressing CTRL+H with your left hand is an awkward stretch for most hands).
It's things like that which I think should be customizable in Navisworks. I'll keep filing Feature Requests with AutoDesk and commending on forum posts until I see customizable shortcuts offered!
