Can you achieve this in Navisworks or would one yield better results using 3dsMAX? Any help would be much appreciated.

Not really.  You can turn on the sky (also requires sun), it does a decent job of creating the gradual fade at the horizon but no procedural clouds or anything like that.  You can render out and then composite over a background image other software like Photoshop or GIMP, but Navisworks doesn't support alpha-channel so you'll need to either use color keying and/or manual selection.

Of course, 3DSMAX does a better job of all of this, including background images, supports images with alpha-channel, and so on.
