for an web application you would want to look into plain webgl or something like Autodesk Forge.
Navisworks can be used on a webpage - but that requires that the end-user install an ActiveX object - which is not something I would recommend because ActiveX is a technology that is often blocked in the browser setup because there has been a load of security issues with ActiveX over the years.
