Simulate throwing error Appending .DWG files with no #NWC. (simulate 2015)

I am getting the error "has an unknown version number" when attempting to Append a .DWG file that does not have a #NWC file.   Once I look at the file in the program, producing the #NWC file, it loads through the API.  Anyone know a fix?

the error you get can not be "fixed"

the error comes because you try to open a 2016 or newer dwg in the old 2015 version of Navisworks. If you need to load 2016 or newer dwg's into navisworks you could chose to upgrade navisworks to navisworks 2016 or 2017 or you can decide to downgrade the dwg to the older 2015 dwg file format by selecting "save as 2015 dwg" in autocad.

       I realize my post was not clear about the issue I was having. If I open the AutoCAD 2012 file in the Simulate 2015 GUI, causing an #NWC to be created, the API will open the AutoCAD 2012 file.  If no #NWC file exists, then the API will not open the AutoCAD 2012 file.   I installed Simulate 2015 after installing and then removing Simulate 2016 and Simulate 2017.  I figure that is the source of the issue.  2015 worked a while back when I tried it on another machine.  I have resolved my current issues with using Simulate 2016, so I will be using that instead.
