hi,
just to let you know - you are posting this in the wrong forum - this is the Navisworks api forum (api = it is for people discussing creating addon programs for Navisworks)
That being said - you can import multiple 3d models and a 2d pdfs into Navisworks as sheet 1,2,3 etc. within Navisworks and then save the whole thing as nwd and you will be able open the nwd in Navisworks freedom.

Navisworks is for reviewing 3D models in context. It isn't for generating technical drawings from those models. Further, the Freedom application is a viewer only - it's not intended to do any kind of "stuff" so cannot be customized.
