Scanned Plastic Part

I am in the process of restoring an old motorcycle and some of the parts are no longer available. I managed to get hold of a very high-resolution 3D scanned model in .stl format of one of the plastic covers. Once imported it looks great, but upon closer inspection, the outer recessed border is very wavy instead of straight and defined. Is there an easy way to straighten/sharpen the edge?

I like the "upper" surface suggestion as it is a plastic part. 

Would you suggest "reverse engineering" as an option as the angles and curves are quite complex although it does not look like it and do you perhaps have any resources that can help in that?

Yep reverse engineering. Someone good with Fusion360 could do this in an hour.
