Best tool to use in this case of refining photogrammetry model

Hello I am trying to "push" the red area downwards so that it clears the green area of the model. I have tried doing it with cutting and letting inspector fix it,  cutting and placing primitive meshes to try and create the correct geometry and with a number of sculpting tools. Nothing yielded usable results. How should I approach this ?

Sorry I'm not following. You said the red area, then you've posted screen shots and are showing a split model and other areas and a blue arrow. Please attach your .mix.

 

But this solution will probably involve using select (or the region you need) face transform (pull it roughly into the position you want). The using sculpt tools/plane cut/erase&fill to finish it off.
