Render Layer Override Image Format

I am baffled at the amount of things you can override in a render layer. It's great that you can override not only the transformation values of object, but you can even override what renderer you are using.

So it confuses me that you cannot override the image format within the renderer. To be specific, I am rendering EXRs from Arnold, there is one RL I have that I want to render as JPG however when I am in the layer and right click, nothing happens.

Commentary aside, I really am not sure -- is this a bug or is there some actual technical reason this isn't possible?

I've even tried going into the defaultArnoldDriver node to edit it instead of the render settings but nothing. For detail's sake, I am using Maya 2018.

Thanks for any help. Hopefully I am just able to call some attention to this.
