Maya not rendering displacement

Hi guys
So I've been having lots of issues with displacement maps lately and it's extremely frustrating. I've been doing 3D for a while but I took a year break from it so it is possible that I'm making a rookie mistake although I doubt it.
Here's what I've noticed so far:
At first I thought it was an issue with substance but I tried exporting a map from zbrush and it also doesn't work
Displacement does work but only with maya files like the fractals and clouds and stuff like that but will not work with maps exported from substance or zbrush or any place outside of maya
When trying to use an external displacement map from substance or zbrush and messing with the scale it only inflates the mesh but doesn't produce any detail
When I Isolate render and click on the displacement map it only shows a gray mesh which makes me think that it's not recognizing the file maybe?
Here's what I've done so far:
Set the subdivision to catclark and up to 3
I've tried messing with the scale of the displacement. I also changed the values of the bounds padding and scalar value.
I've checked that my maps have information and they're not blank
I've exported the maps as EXR 32 bits
Alpha is luminance/Raw color space
I've used the substance plugin and I've tried manually setting it up and the result is the same

Sorry for the long post, hopefully y'all can help me. I'm beyond frustrated and I've been at it for weeks and I just can't find the solution.
