So I tried to rotate and image in the UV editor for a class project and cannot for the life of me find out how I turned the tools off.

Try a reset of your preferences.
Rename the folder prefs in folder 2017 to something like prefs_backup, or to reset everything, the folder 2017 to 2017_backup. Maya creates new folders. Detailed at:

What?!? I've been using Maya for years, and I never new about this "light" version of resetting preferences. I've been doing the move-the-prefs-folder thing this whole time. Thanks. 🙂

"To return to the default factory settings (reset), choose Edit > Restore Default Settings in this window. Note that this resets the preferences in every category in the Preferences window."

This "light" reset does not include all settings in Maya, so sometimes you still have to choose the folder-procedure to make sure everything is reset.
