Why is the Curve Manager Evaluator Off by Default?

I was passed an animators scene in which key frames where baked on all of the rigs controllers. Playback was about 3 fps. When I turned on the curveManager custom evaluator, I started getting 90 fps.
- Is there a reason that this is off by default? Does this somehow burden animation?
- Quickly glancing through the parallel evaluation whitepaper, it appears that this cannot be saved in the scene nor in the user's preferences. What is the preferred way of turning this on by default? My first inclination is adding it to a facility wide maya startup script. Is there any reason why I shouldn't be doing this?
