Maya 2016 -> 2018 - userSetup scripts behaving differently now

Hello, 
I have upgraded from 2016 to 2018 and i have a customized set of tools i like to load up as maya starts up. i am using  the setup.py script / setup.mel scripts to pop in a toolbar on load time. 
it pops up still but it doesnt allow me to click any buttons until i manually reload the script through the script editor. I would like to have this work as expected again but was curious if the usersetup files behave different now, or load in a different sequential order than they used to.

Hi,

 

Have you tried with Maya 2018 Update 1? There is a bug causing Python path in Maya 2018 in random order. It has been fixed in Maya 2018 Update 1.

I just instaled to try it and the issue is still there. 

it seems as though any UI based presets are happening AFTER my userSetup scripts run. which overrides my settings.
