Custom Shelf buttons disappear after restart when using environment redirect to new shelf location

Hello all, I'm currently working on setting up a custom shelf location for shelves that I will be updating.  Right now when Maya loads up the shelves show up but there are no buttons on the shelves.  What piece of code am I missing?
