everything was fine until now. I kept using snap to verts but when I turned it off this time, it still snapped to verts but doesn't immediately do so, instead slides on to the closest vert. I am not sure if this is a bug or if I accidentally toggled a vertice slide snap option with hotkeys. I have recorded footage of me trying to move vertices. moving objects as a whole appear to be fine.
