Does Maya have something similar to the conform Brushes in 3d Max?
Not that I know of. The closest thing to it in Maya is to make an object live by selecting the object then Clicking the magnet icon (Modify > Make Live). This then forces any moved vertices to stick to your live object. There is information on live object in the Maya Help Documentation if you need further information.
If you have Maya 2014, there is a new plugin called Modeling Toolkit which is awesome for retopo work.
