How to use extrude to make a smaller version of a deformed face?

For planes, it's pretty simple to do this.  You click on the face, do an extrude, and use the resize tool to get the following result:

However, for a deformed face, after you hit extrude and then resize it, (using the yellow square), it makes the following shape. 

ex1.png

 

I was wondering if I could make a new and smaller version of the face on the surface of the original face.

try using the offset  within the extrude tool instead of scaling.
