How to attach a mask to a cloth figure

Hey, first time posting! Not really the greatest with Maya but I'm trying to figure out how to attach a modelled mask to a cloth type ghost figure (I've posted a pic below to something I'm trying to do). I'm trying to create a creature with cloth physics that should move while attached to a mask. Any help would be greatly appreciated. Thank you!1.jpg

How to attach a mask to a cloth figure

Ideally, the border vertices of the mask matches the border vertices of the cloth so that you can use a transform constraint to hold them together.  I think it's a transform constraint, it's been a long time since I've had to do a cloth sim.  It's like stitching the cloth to the mask.
