You can assign multiple skeletons/joints to the same mesh, that's not a problem.
If you want some sort of blending instead:
One way would be to create 2 separate objects with individual skeletons and use them as Blend Shapes.

Hi!
You can not bind a second one later, use Unbind Skin and then Bind Skin both at the same time.
Simply add it in it's history, use a script to get it under or above the older skin cluster!
YOU CAN HAVE TWO SKIN CLUSTERS ON 1 MESH VERY EASILY
