Freezing a Component of Object's Transform

I want to manipulate vertices but I do not want to change transformation of some specific vertices' transformations. Is it possible to mask them?

By the way, I want to manipulete vertices by using "soft selection". That is why I want to freeze some of the elements.

the modeling toolkit has vertex locking options at the bottom... just select the verts you want stationary, and click 'lock selected'.

However, i believe this only works while using the toolkit (if you go back to standard move tools the verts will move). Not sure if there is a way to lock them outside of the modeling toolkit

You can also do this as a blendshape, then you can paint off the parts you don't want effected.
