Weird move tool randomly snapping

Hi, whenever I try to move my vertices around using the move tool, the vertices randomly snap to the green mesh above (see picture). I cannot move the vertices anywhere else. Please help.beforeafter I move the x-axis by a tad

Also I've tried to reset the tool multiple times already.
