Sculpting tools bug

Something happened that changed the Grab sculpting tool

It used to be very responsive but now when I use it, it only works when I drag my mouse a certain distance in a very unresponsive way.

Also there is a black ring with a centre dot and line going through shown when I use it.

got any scaling on your model? try feezing transforms. Try ressetting the tool settings. Just a few ideas, I think Ive had something similar to this before and those steps seemed to sort it out
