Newbie help - with moving components of object.

Hello

Here is a picture of what i need.

i am using digital tutors videos and this one is for creating cartoon character.

i followed the tutorial and when i reached that part i couldn't move/rotate the parts, only the full object. I'm using the component mode.

I started using maya yesterday any help will be usefull of me.

Not sure what you are asking.. But If you are trying to move one vert and all of them are moving you probable have soft selection on - just hit your "b" key to toggle it off.
