Locking normals in Maya 2022 is causing normals around hard edges to move/shift.

Locking normals should lock them as they are. If meshes have hard edges, the vertex normals shift when locking.

1. Create a polySphere

2. Ad some hard edges

3. Lock normals and observe normals around hard edges move

I think there may actually be two bugs:
1 Display issue when locking normals the first time (shading changes)
2 Locking Locked normals causes normals to move
