Issue using extrude and offset.

So recently i vwas working on a project for school and when i went to offset a edge with extrude literally nothing happens. ive tried it on random other primitives and still have the same affect. ive reset the tools and restarted maya and nothing hjas changed. i posted a video of my issue as well as what happens when i use the thickness option and offset options. How can i fix this to do what its supposed to do? or is there another better way to inset edges?

Edit** Wait so does this only work in face select mode? i come from blender so inset egdes was something i was used too.

Works in edges too but to offset internally you need to select the faces. Also you can use an edge loop and scale inwards or adjust the subdivision caps.
