How to zoom in the entire scene (including lights)

Due to unit problems, the entire scene needs to be enlarged, but the lights are not enlarged along with the scene

group everything together and enlarge, then adjust the lights intensity accordingly.

There is no way to enlarge just the scene and exclude the light sources. You can just leave as is and change the Maya units to what you need for the project.
