How to move control points of multiple curves at once using soft select?

Hello friends, can someone tell me how to manipulate splines like in this gif?  I tried the different soft selection types such as surface and global but still cant quite get it.  I did research this before asking and found some posts but the solutions didn't work for me. Thank you for any guidance!

You tried Global and it didn't work?  What ended up happening in this case, because that should do the trick.

Also, in that gif, the user appears to marquee drag across that entire group of splines at once (i.e. selecting a control vertex from each spline at once).  Doing this would allow them to soft-transform them as shown even without Global mode.

You can do that by shift selecting all the curves that you want to apply the soft selection to, then hitting f7 to go into multi component mode (which will allow you to select control verts from multiple curves at the same time), then using the soft select (don't use the global soft selection falloff unless you want the soft select to spill off onto the curves that were not initially selected). Hope this helps someone.
