I think the red marked snapshot you are showing it is older maya version and the icons and colors have been changed a bit in newer maya version. But you can get all the menu and item under Create>Polygon Primitives menu and the red marked you are showing this is Polygon Pipe. If you want to add it in your custom shelf then first create a custom shelf and open the menu containing the item you want, then Ctrl + Shift + click the menu item and it will be added to your shelf.
