Basically, I am extruding this asymmetrical plane along a very non-uniform curve.  But the twist causes it to be all off.  What I need, is a way to control the twist based on the u value of the curve so that I can twist it in just certain areas without affecting the whole thing.

Two options
did you try using a sweep instead?
If not just do it in BF, you got full control > then create maya mesh

Figured out the sweep.  And yeah that works because I can tell it to turn off the automatic roll.  That did it!  Thanks!

BF stands for Bifrost. It is getting popular in the industry. It is short of like Houdini. It is a plugin ships with Maya. One can do so many things using Bifrost than using Maya tools. You should check it out.
