Extrude Problem - Spiked / Exploding Vertices

I'm looking to create a cartoon outline for sketchfab by extruding the mesh (following this tutorial here - https://sketchfab.com/blogs/community/creating-a-cartoon-outline-for-sketchfab/)
However, when I extrude the mesh the vertices explodes/ spikes out. I have come across this issue before but it has always been one or two vertices and is easy to manually patch up but for this project it a significantly larger number of problematic vertices and fixing this will be extremely time-consuming.
So I was wondering is there is a solution to fix this problem.
I'm using Maya 2018. I created the mesh using quad draw over a live high poly mesh. I've deleted history, frozen transforms and tried reimporting the mesh into a new scene.
I'm a student so imagine there might be something I missed or could learn to help me be a better artist. Any help would be amazing. Thank you.
