The left Tool Bar or Tool Box is a wasted space and a missed opportunity to place there some more often used commands and options that are otherwise spread across the entire UI.
Not only there is a lot of unused space but also the buttons that are currently located are such a poor choice in what UX is concerned. I never felt the need to press that Big Maya button to visit the Maya site, neither to change the Panel Layout from the Tool box.
Moreover its not only a bad selection of what buttons to put here but also how they are lay out. Having three separate buttons vertically for panel layout when they could have been collapsed in a single drop down button takes unnecessary space. Same for The Selections Tools which could have shared a single drop down buttons similar to other software tool bars (Blender for ex) .
Some very useful commands can be added there on the unused space or\and by making the toolbar more tidy, removing useless buttons etc. such as: Snapping, Selection Constraints, Transform Constraints, Soft selection, Symmetry, Axis Orientation etc. To a certain degree this would be a condensed version of the tool settings big panel.
