Bifrost Compounds should be configurable on-the-fly via python

It would be easier to use Bifrost in a studio pipeline with a versioned asset management system if there was a python API to to "install" and "uninstall" compounds dynamically after the user has already started Maya.

This is roughly the same request as in the following Bifrost Forum post, but I'm reposting here on the advice of Autodesk Support to try and gain traction.

Note that unlike the linked post, we do want our Compounds accessible via the TAB menu as they would be if they had been configured before Maya startup. The end user should not see any differences between the 2 installation methods.

To use other industry examples as a guide, the system should work similarly to HDAs in Houdini, Gizmos in Nuke, Boxes in Gaffer, Groups in Katana, etc. Any DCC that has the concept of user-authored "sub-network" nodes should also have an associated python API for installing and uninstalling them on the fly.
