Scaling tool won't fit into viewport

I am extremely new to 3D modelling in general, so this may be my own fault.  However, the scaling tool grew too big to fit into the view port and i'm not really sure how to fix it.  I keep looking up solutions online, but I can't find any.  I keep trying to reset the scale tool, but the scale tool stale is in this weird state where all I can do is make an object bigger or smaller.  I can't make rectangles using the scale tool.  I tried messing with tool settings, but none of them seemed to affect the scale tool.

I try to change my zoom level, but the scale tool still is out of view.

I tried multiple view ports, but the scale tool's axis points are still out of view

Go to Windows>preferences Manipulators and reduce the global size

You can also use the '+' and '-' keys on your keyboard to resize the manipulators.
