Rotate tool axes

I'm new to Maya.

What are these two axes for? They appear whenever I select the rotate tool.

Hi,

The outer ring is for rotating in the viewing plane of the camera.

The inner ring is just the (silhouette) edge of the rotate manipulator and not an actual handle.
