I just deleted folder C:\Users\username\Documents\maya\2017\prefs\workspaces\
Didn't find another way.
Thank you eugenius113 for pointing towards the right direction.
I have fixed it this way:
- Close Maya
- Go to C:\Users\username\Documents\maya\2017\prefs\workspaces\ and select your workspace json file (for example mine was a_lexx.json)
- Open this json file using notepud++
- Find line 133 and change this parameter "controlWidth": 457, to this one "controlWidth": 300,
- Save and close this json file
- Start Maya and enjoy modeling

Thanks! I ran into the same problem with Maya 2018.
I opened the json file in notepad++ and noticed that the width property was set to preferred and the height, which I could adjust, was set to free.
So I adjusted the width to free and can now adjust the width to line my icons up in the familiar pattern.
I had the same thing with ToolBox
If size of ToolBox can't be changed we should go to Windows---Workspaces--- Animation (If we change place of ToolBox in this mode the size of it would be on full Viewport) then turn back to "Maya Classic" and the size of ToolBox would big as in Animation but now we can change size to minimum

Если он не сужается то перешел через Windows---Workspaces--- Animation (там ToolBox на весь экран, если его сдвинуть) ,затем вернулся в "Maya Classic" и он остался таким же огромным , но сдвинув его к левой стенке на своё место потом можно было сузить ToolBox до нужного размера
As old as this software is, you'd imagine that it would be a little more refined. I'm forced to use this awful program for school. The mere fact that I have to edit code in order to restore my toolbar to the correct size is mindblowing. The fact that I cant simply drag the corner to resize a window makes using the interface a nightmare. This program is trash. I wish my university would use Blender or anything that allows simple resizing of windows within the UI.
