Imageplane locked in the center of viewport

Hi, I'm having issues with importing image planes. 
They are completely locked in the center of viewport, no matter how I move, zoom or pan. 

In the Display attribute, I tried both "looking though camera" and "in all views", but none of them solved the problem. 
Also, imported image planes don't show up in outliner either. 

Does anyone know how to fix it?

Are we talking about persp or ortho camera? Persp camera imagePlanes are attached to the camera, Ortho image Planes - fixed in the World. All essential attributes are located inside plane's shape:

Persp plane offset can be done with xy attributes in Placement section, while ortho planes can be transformed with tools and with ImageCenter xyz attribute in PlacementExtras.

I'm importing image planes in perspective veiw.
Thank you so much for the detailed info! I'll definately try that.

The persp plane is attached to the perspCamera, the Offset is relative to the view origin, the plane will move with camera. If you need image planes as modelling references, then use ortho views.
