In the real life, this is an effect that happens in camera, when the light bends and bounces inside lens. In the CGI this is a post-effect, and effects like this you add with postprocessing software like AFX or Resolve.

Still, some renderers offer such features, but those are very limited. With Maya Renderer you can add such glows/hallos to the lights, like PointLights. Could not find much about Arnold, Maya OpticalFx doesn't seem to be translated to Arnold; except some MeshLights, yet from examples I've seen glows don't have star light properties.. also, some kind of bloom can be done , but.. still, do it in post!
