Not one click solution, and still, you will need Maya Bonus tools to be able doing this, like @mspeer mentioned:
1. Select edges #1 and #3 -> BonusTools>Modeling>SelectEveryNthEdge;
2. Convert selection Ctrl+RMB>ToFaces>ToFaces;
3. Ctrl+Shift deselect upper face ring.
Note.. you can add edge loop to the side faces and select that. And, if you are up for modeling a gear, then there is Create>PolygonPrimitives>Gear.
