alembic cache sub sampling

Hi,
I'm trying to export an alembic cache with sub-frame sampling, for example, 5 substeps per frame. 
I would expect to find a substeps field where I would enter '5', or perhaps a 'steps' field where I would enter '.2'

 

I do find a 'steps' field, but I can enter '.2' even if the 'frame relative sample' option is not checked, which is confusing, as the 'frame relative sample' checkbox is supposed to be what activates subsampling.  And when the 'frame relative sample' option is checked, I get 'high' and 'low' value fields to fill out- I don't know what those mean.

Can anyone explain clearly how these three fields should be filled out?  The docs do not explain their meanings.
