Are you using the effects preset lightning? If so the group node has the channels you need to keyframe. Visibility to make it snap on or lightning start end to make it grow. You'll need to key your the light intensity too.
It's a fairly lame effect though.
Paint FX does better lightning, I imagine it would play well with the new paint FX surface attract workflow.
