Cloth is driving us crazy

Hello, this is my first time posting on the forum, hope I am doing this right.

 

Me and a group of friends are developing a videogame in Unreal Engine and we are having humongous problems with ncloth. We tried the apex plugin but it doesn't seem to work at all. For the past 4 months our fellow animator tried various things but he just can't figure out a proper way of doing it.
Loads of our characters have cloth so we desperately need to find a solution.

What is the best method of making an ncloth on a character animation and then importing it into unreal engine with minimum issues?

How do I to stop the cloth to spazz out in the run cycle?

Also is it possible to ncloth one specific part of a mesh or it has to be the whole thing turned into ncloth?
 
I left attached a picture of how our character and the cloth look like

Any help or link to tutorials would be extremely helpful.

I recommend dynamic joint chains for as much as you can get away with.

 

Then if you have to sim cloth. I would bake that animation into joints.
