Why doesn't my nCloth follow my Ultimate Bony rig?

I need serious help with this. I am trying to animate a cape on the Bony rig. I believe I've done everything right; made the rig a collider, made the cape into an nCloth...when I play the clip, the cape billows (although now for some reason it's billowing at a much slower speed than before for no discernible reason, but that's a different problem). But when I try to animate Bony to move, the cape does not follow. I have no idea why. I've done the whole "hit the back button and play" thing, I've checked and unchecked cached playback...I cannot get this cape to move. Extremely frustrated and cannot find anything online to help with this. Please, anyone who has any idea, let me know. This is what I'm seeing.

Ensure playback speed is set to PlayEveryFrame.
