Work with constraints and override animation layers

I have this issue that I cannot figure out how to resolve (In maya 2020):
I have two parented objects on my base layer, this works fine. But now, I have an override animation layer on top and would still like those two objects to be constrained together in that layer. I can't create a new constraint on that layer, maybe because Maya sees that I already have a constraint between those two objects on another layer. When I try, it just does nothing, I am selecting the good layer I want the constraint to be on in the settings. I don't know what to do with it. Maybe I could use locators, but that seems clunky. (My character is holding his cane)
