But what exactly is "the issue"?
Are the weights not sticking? Is there double transformation? Is either the skincluster or the lattice not working?
People on this forum would like to help you. But we (or atleast I) can't tell what is going on from just a screenshot without a exact description of the problem. And the file you attached isn't the same as in the screenshot since the weights are different, so it's hard to understand what exactly the problem is with the setup...
